So far the government has not been able to ensconce itself in the State Secretariat as the employees are forced to grope in dark with the conditions are not congenial for smooth functioning. Even the Chief Minister does not have an office in Secretariat and is working from Lake View guest house.

On the other hand, he is forced to wrestle with problems like implementing the electoral promises like loan waiver scheme. The major problem that confront the Naidu government is how to come to the rescue of the farmers, particularly in the context of the state is facing near drought conditions.

If he fails to tackle the situation properly and if he does not take immediate measures to implement the loan waiver scheme, he may face backlash from the opposition parties as well as farmers.

Apart from it, the neighbouring Telangana government has added further to the Andhra Pradesh government’s worries in issues like fee reimbursement to students, sharing of water, power and cancellation of power purchase agreements.

Though Naidu constituted a committee to study the modalities for farm loan waiver, The RBI has so far not agreed for re-scheduling of the loans and the cash- starved government is at a loss to find a way out.

Naidu had prepared a vision document for the next 15 years and signed five files, including waiver of farm and DWACRA loans, NTR Sujala Sravanthi and increasing age limit to 60 years from 58 for government employees.

The first promise which the government would be fulfilling is approval of the bill towards increasing age limit of the employees. According to a senior Minister, Naidu has a strong will but the conditions at present prevailing in the State are not co-operating with him to implement his decisions at high speed.

The recent GAIL pipeline blast in East Godavari and other natural calamities added woes to the government which is struggling hard to find out a right place for the construction of new capital city in Seemandhra.

Naidu is also not still clear about the devolution of funds from Centre on whom the State government has pinned high hopes.

However, on the political front, Naidu succeeded in attracting five MLCs from Congress and one MP from YSR Congress party and also won in majority of municipalities and local bodies in the indirect elections.

He also succeeded in maintaining regional balance in the selection of his Cabinet members and sent a strong message to Seemandhra people that all the districts and regions were equal to him.
