According to official sources, the Chief Minister N Chandrababu Naidu has directed the Chief Secretary to IYR Krishna Rao to issue notices to all heads of departments not to make any payment towards the pending bills. It is estimated that over Rs 5,000 crore bills were pending with the government. Of the Rs 5,000, the bills of Roads and Buildings and Irrigation departments were Rs 2,000 crore and the remaining Rs 3,000 crore pertains to Panchayat Raj, Rural Development and Medical and Health departments.

The officials of the state Finance department said that money would be released only for the payment of salaries, pensions and establishment costs for the next two months.

Sources said that the release of funds for the bills would be made only after the presentation of budget 2014-15, which is likely to be convened towards August end or September first week.

The State government, which is facing about Rs 16,000 crore deficit as the revenue generating sources had dwindled after the bifurcation, wants to first consolidate the position before resorting to expenditure. It also wants to get absolute clarity on what the State would get from Centre in budget 2014-15 which would be presented on Thursday.
