Hyderabad: Andhra Pradesh Chief Minister N Chandrababu Naidu has taken initiative to speed up the development of the multi-purpose Polavaram project, which has became a bone of contention between AP, Odisha and Chhattisgarh over the years.

Odisha government had filed a case in Supreme Court contending that the project would submerge 60 tribal villages under Malkangiri district of southwest Odisha. Chhattisgarh government too approached the Apex court on the same grounds.

Earlier, the three States entered into an agreement which was made part of Godavari Water Disputes Tribunal award. The agreement allows Andhra Pradesh to construct the Polavaram reservoir with Full Reservoir Level (FRL) at 150 feet above the Mean Sea Level (MSL).

However, Odisha approached the Supreme Court against the design discharge capacity of the dam’s spill way stating that it should be designed for five million cusecs (cubic feet per second) which is the estimated Probable Maximum Flood (PMF) once in 1,000 years duration.

Orissa argued that otherwise there would be additional submergence above 150 ft MSL in its territory during peak floods. The recorded maximum flood was three million cusecs in the year 1986 during last 115 years.

“How can the Centre declare Polavaram a national project when the case is still pending with the Supreme Court,” questioned a senior political leader close to Naveen Patnaik government.

He told this correspondent that AP CM was welcome for talks on Polavaram but he should resolve the issue satisfying the needs of the affected locals.

Another source said the government was neck deep in Artha Tatwa chit scam with the CBI questioning top leaders every day. Under these circumstances, the Chief Minister Naveen Patnaik might not find time to meet Chandrababu Naidu.

Other than discussing about Polavaram, Naidu might seek information on construction of Navi Raipur, the capital of Chattisgarh from its Chief Minister Raman Singh, who set a model in land acquisition for building the new capital. Minister for Municipal Administration P Narayana and other senior officials would accompany the Chief Minister.
