According to highly placed sources, as per the Constitution, after the President only Governor can unfurl the national flag on the Republic Day.

Since Narsimhan is the Governor of both the States, it is mandatory that he alone should unfurl the flag and cannot delegate powers to any other person. There had been speculations that in view of logistic problems, Governor may decide to unfurl the flag in one of the two states, while the Chief Minister of the other State could be authorised to take the salute. However, sources said it was not possible to do so.

The Governor who has returned from New Delhi is learnt to have taken a decision that he would consult both the Chief Ministers over the issue and then decide where to unfurl the flag first. In all probability, he would first take the salute in Hyderabad and would fly to the place selected by the AP government which is said to be preferring either Visakhapatnam or Guntur for the event. However, the At Home function hosted by Governor would be at Raj Bhavan in Hyderabad, sources added.
