Hyderabad: The cashless health cards scheme launched by the Andhra Pradesh government has not made any progress and the State government employees continue to complain that corporate hospitals were not accepting the health cards.

AP Health Minister Kamineni Srinivas told reporters here on Friday that the short-comings in the scheme would be rectified very soon. He felt that since the scheme conceived by Chief Minister Chandrababu Naidu was the first of its kind in the country, one could not foresee what problems it would lead to.However, the Minister assured that the flaws in the scheme would be studied and a way out would be found within six months.

The scheme is intended to enable employees to be treated at hospitals without any upper limit on the expenditure incurred. The government was to enter into Memorandum of Understandings (MoU) with the hospitals that were certified by National Accreditation Board for Hospitals (NABH).

However, many top-notch corporate hospitals have refrained from the MoUs saying that the tariffs fixed by the government in the GO were inadequate. According to KV Krishnaiah, president of the AP Gazetted Officers Association, for a procedure like bypass surgery which costs Rs 2 lakh the tariff set by the government is only Rs 90,000. He said the corporate hospitals were not willing to offer specialty treatments at NIMS hospital rates, as set by the government.

The schemes announced by the two governments of AP and Telangana are similar but for one difference. The AP government has recently conceded one key demand of the hospitals to increase the tariffs fixed by the government be hiked by 25 percent. Yet, there is no conceivable difference from the past.

After coming to know of the employees’ demand, the Minister has directed Chief Secretary IYR Krishna Rao to continue the reimbursement scheme until the cashless health cards scheme comes into operation in a full-fledged manner.
