District officials’ absence irks ZP chief

Kadapa: The protocol conflict during the ZP general body meeting in Kadapa is continuing and the row that started between Telugu Desam government and opposition YSRCP leaders turned into altercation between officials and YSRCP members. The officials flatly rejecting recommendations of peoples’ representatives shocked the opposition party members who are gearing up to move the court.
Kadapa Zilla Parishath general body meeting was held here on January 3 in which YSRCP members demanded not to allow TDP Rajya Sabha member CM Ramesh Naidu in the meeting as he was allotted to Telangana State. Leaders of both the parties argued for about one hour and MLAs suggested leaving the decision to the Chairman. At this juncture, Collector K V Ramana said that the ZP Chairman has no authority to give the ruling and will not cooperate with him if he goes against rules. This added fuel to the fire. The YSRCP members including C Ramachandraiah, leader of Opposition in AP Legislative Council found fault with Collector’s statement. They said that the Chairman’s decision was final in the meeting and the members, if they feel his decision was incorrect, could challenge in the court.
At last, as suggested by Jammalamadugu MLA Adinarayana Reddy, Collector KV Ramana announced of removing all the comments made by the leaders of both the parties from records which eased the situation.
After this, officials left the meeting following the Collector’s orders to attend a video conference. ZP Chairman Guduru Ravi said that meeting will be continued on next Tuesday (January 6) and told all the members and officials to attend without fail. As per the schedule, ZP Chairman G Ravi, Vice Chairman I Subba Reddy, YSRCP MLAs and ZPTC members came to the ZP Office here on Tuesday and the Chairman waited from 10 am to 1 pm. But District Collector KV Ramana, ZP CEO D Malyadri, TDP ZPTC members have not attended.
Speaking to the media, ZP chief Ravi alleged that the District Collector has been wantonly insulting him since he (Chairman) was a Dalit. He also said that the Collector was interfering in his rights as the Chairman in the administrative affairs. He alleged that the Collector was responsible for the sudden stalling of the ZP general body meeting held on January 3. He said that he would complain to Lok Ayukta, the High Court, and SC & ST Commission against the Collector who was marring his rights in the ZP administration process.
Jammalamadugu MLA Adinarayana Reddy said the CEO agreed to conduct the meeting again on January 9 and signed on the note file. He suggested the Collector should work as per the rules and provisions. Issues regarding drinking water, Transco, agriculture, mining, social welfare department and other key departments would be discussed in the next general body meeting, he added.
