Presenting a gloomy and pathetic picture of state finances in the background of centre's failure to recognize its special needs after bifurcation, the Andhra Pradesh finance Minister Yanamala Ramakrishnudu presented a zero-based budget in the Andhra Pradesh Assembly with a total of Rs 1,13,049 crores including *Planned expenditure Rs 34,412 crore and *Non-planned expenditure of Rs. 78,637 crores.

Yanamala blamed centre's negligence and indifference post bifurcation and Hudhud for AP's woes. He promised sunrise in AP, and announced five missions, seven grids and another five huge development agenda.

AP FM recalled the unfortunate scenario which the present Government inherited and the manner in which it is compelled to deal with complexities and problems that the State is burdened with. His budget for 2015-16 is one more step forward in the direction of realising an equity-oriented, dynamic and cohesive society, said Yanamala.

The absence and any mention of DWCRA laon waiver in the AP budget caught critics' attention. Projected tax-GDP ratio as per 14th Finance Commission for AP is 7.98 per cent against 9.99 per cent for Telangana in 2015-16. Provisions in the AP Reorganisation Act, 2014 for development of AP signify only tokenism and may not compensate the loss of opportunity for people due to the division. Finance Commission unfairly treated AP on par with other states in deciding quantum of the grants, he said.

Here are highlights of the State Budget 2015-16 presented by the finance minister who surprised everyone by bringing the budget papers in a jute bag (environmental friendly bag) instead of a maroon colored brief case as was the custom, to depict the dire state of finances of the new state.
