Tirupati: Inordinate delay by the government in taking up the `Chittoor District Water Supply Scheme’ (CDWSS), is a perfect example of how political considerations take precedence over public interest. The feasible scheme with a reliable arrangement to fulfill the drinking water requirements of most mandals in the drought-prone district was put on hold by the TDP after it came to power.

The CDWSS was conceived after a prolonged struggle by political parties, social and mass organisations seeking a permanent solution, more so in Madanapalle division, which faces severe water shortage. The foundation for the scheme was laid by the then Chief Minister N Kirankumar Reddy on October 20, 2013 . The work was handed over to the Infrastructure Corporation of AP. After sanctioning Rs 4,300 crore and obtaining other approvals, the government paid Rs 40 crore as mobilisation advance.

The company selected 10 leading firms to lay a pipeline from the Kandaleru reservoir (Nellore district) to the main filter house, near Tirupati. A GO was issued allocating 6.5 tmc from Kandleru for CDWSS aiming to provide 500 MLD covering villages in Chittoor and Madanapalle divisions and also ULBs like Chittoor, Madanapalle, Punganur. Acquisition of land for the main filter was almost over. However, the change of guard after the election saw the scheme being pushed into cold storage.
