A two judge bench of the High Court at Hyderabad on Wednesday reserved orders in the cases filed by AP State Council of Higher Education (APSCHE) and the Telangana government in freezing the latter’s account. As reported earlier, the APSCHE filed a case questioning the action of the State Bank of Hyderabad, Shanthi Nagar, in freezing its account at the instance of Telangana State government.

The TS government, in turn, filed a writ petition seeking directions to restrain the government of AP and the APSCHE from operating the said account under Section 10 of the AP Reorganisation Act. K Ramakrishna Reddy, Advocate General of Telangana State, said Section 100 and 103 of the AP Reorganisation Act had empowered Telangana State to operate the funds of the Council. P Venugopal, Advocate General of Andhra Pradesh, argued that Reorganisation Act facilitated newly-formed State for adapting the existing laws for new State not the institution which were mentioned in 10th schedule of the Act and that freezing of the account could not be justified by filing a counter petition.
