The SEPCKA was launched in 2009 with funds from Khadi Village Industries Commissionerate (KVIC) of Mumbai.

Of the total Rs 42 lakh funds allocated for the scheme, Rs 34.50 lakh were granted by the KVIC and Rs 7.50 lakh were invested by the Ponduru Khadi Society. The aim of the scheme was to enhance skills of artisans by providing material to them. But the then secretary of the society allegedly misappropriated about Rs 5 lakh by concealing cash books and balance records. Though secretary Guntuku Gouri Sankar’s three-year term ended in June 2012, it was extended to another three years till June 2015.

After alleged diversion of the funds, the secretary resigned in June 2014, one year before his term ended.
