Hyderabad: In view of the unwillingness expressed by the employees to shift to the capital region on the grounds that there are no infrastructure facilities available and that shifting at this stage is fraught with the danger of their children ending up as non-locals, the AP government is now planning to take up a intensive survey of employees to find out how many of them will be affected by Article 371-D.

According to sources in the government, all employees will be asked to furnish details like date of joining service, date of retirement due, details of family members, number of children, their education status, if spouse was employed and if so, in government service or private, etc. The employees will be given two weeks time to fill and submit the forms. All these details would be put online and the process is likely to be completed by mid- September, the sources said.

These details will help the government to come to a conclusion on shifting the offices to the capital region at the earliest. It will also help the government to approach the Centre with necessary data on the kind of amendments it wants for Article 371-D of the Presidential Order. The employees have been quoting this order saying that unless it was scrapped their children would become non-locals in Andhra Pradesh and would not be eligible for jobs.

The data-base will also help the government in planning what kind of infrastructure facilities it needs to create for immediate shifting of some of the offices. According to sources, the Chief Secretary had discussed this issue with the APNGOs. It may be mentioned here that Naidu has been seeking to move the offices to Vijayawada pending construction of the full-fledged capital.

Already, the buildings of the offices of Finance Minister Yanamala Ramakrishnudu and some other Ministers have been finalised and are getting ready for occupation. Naidu himself has been running the administration from Vijayawada for the last two months. In the backdrop of this situation, the employees who feel that shifting seems inevitable say that once the government gives clarity on the issue of Article 371 D and if it provides basic facilities, they would relocate to Vijayawada.

According to them with the administration functioning from Vijayawada the rents have already touched a new high. The rent of a two bedroom flat was somewhere around Rs 10,000 to Rs 13,000, they say. Interestingly, sources said Naidu during his brief visits to Hyderabad was meeting only important party leaders and in case of official works, he prefers to meet people in his camp
office at Vijayawada.
