Vijayawada: In order to encourage entrepreneurs to set up industries in the State, the government is reducing the time to grant permissions from various departments. The entrepreneurs now can obtain permission from 16 departments within 15 days for setting up new industries.

The government started the Single Desk policy in 2015 to provide all clearances required for starting and operating an industry and used to grant permission to the entrepreneurs in 21 days. Before 2015, there was no time limit for granting permissions in the State, which proved a big stumbling block for entrepreneurs for decades.

The Single Desk policy of the TDP government facilitates online filing and tracking of applications so that the applicant need not physically visit all government offices to obtain clearance. Permission is needed from government departments like Fire Services, Groundwater, Panchayat Raj, Local Bodies, Commercial Taxes, Electricity, Department of Industries, Land Administration, Labour, Pollution Control Board, etc., to start and run an industry.

District Industries Department co-ordinates the work and issues guidance to entrepreneurs. Both the State and the Union governments will provide subsidies to entrepreneurs, who set up industries in the State up to 2020 due to State bifurcation. As part of the incentives announced by the State government to attract industries in the new State, entrepreneurs will get subsidy on power, which varies for small, medium and micro industries and stamp duty paid by the entrepreneurs for registration of land for setting up industries would be reimbursed, besides subsidy on purchase of machinery.

Initially, the applicant and the government have to reach an agreement for starting the industry, known as Services Level Agreement (SLA), which will form the basis for claiming subsidies from the government by the entrepreneur. Joint Director, Department of Industries, Krishna district, said, “We are coordinating the work related to granting clearances to new industries and giving guidance to the entrepreneurs in starting and operating an industry.

About 250 new units are registered in Krishna district every year. Online system being implemented by the government to get permissions proved very useful to the prospective entrepreneurs. In Krishna district, 10,000 micro and medium industries have registered their names with the District Industries Department.”
