Hyderabad: The two-judge PIL bench of the High Court at Hyderabad comprising acting Chief Justice Dilip Bhosale and Justice P Naven Rao on Monday asked the State governments of Telangana and AP to explore possibilities to video record the conduct of public examination of SSC at least in five schools in each State on experimental basis by using Tabs and inform to it on Thursday.

The bench made the observation in a writ plea filed by Dr Srinivas Guntupalli seeking a declaration that both the State governments had failed to take effective steps for the conduct of public examinations and other examinations in schools in both the States including prevention of mass copying and guided copying as illegal.

The petitioner contended that the ongoing mechanism encouraging malpractices was contrary to the provisions of AP Education Act, 1982 and the Andhra Pradesh Public Examinations (Prevention of Malpractices and Unfair Means) Act, 1997. He further sought specific directions to the concerned authorities to take steps to prevent mass copying by installing CCTV cameras with recording facility in all examination halls and strongrooms connected to a central monitoring room at the district headquarters and the State capital.

The bench asked counsels appearing for both States to find out from their governments about the possibilities for recording of examinations in at least five selected centres in each State using Tabs or not and inform it on Wednesday.
