ZP meet approves budget sans Opposition

Chittoor: For the first time in the history of Chittoor Zilla Parishad, the annual budget was approved without any discussion and in the absence of the members of Opposition parties and the Collector.
The Zilla Parishad general body meeting, which was held here on Sunday to approve 2016-17 budget, commenced two-and-half- hours behind the schedule, resulting in the YSRCP members boycotting the meet. The YSRCP members arrived at the ZP meeting hall at 10 am the scheduled time of the budget meeting and waited till 11.30 am, but in vain. The Collector, who arrived at 10.30 am, was also faced the same situation.
They waited for the meeting to commence, which was not started, as the ruling party members and ZP chairman failed to turn up. Interestingly, the ZP Chairperson Geervani Chandraprakash and the ruling TDP members, who were present at the ZP chairman’s chamber in the same complex, just a hundred yards away.
The Chairperson sent a message through ZP chief executive officer Penchal Kishore to inform the Collector that the meeting would commence immediately after the arrival of Forest and Environment Minister B Gopalakrishna Reddy.
Meanwhile, YSRCP members, including Chandragiri MLA Chevireddy Bhaskara Reddy, protested on the delay in commencing the meeting. But, the Collector and the CEO were helpless and were not in a position to start the meeting as ZP chairperson and the Minister did not arrive.
After venting their ire, the YSRCP members, who were sore over the enormous delay in the meeting, declared that they are boycotting the meet protesting against the the chairperson and the Minister’s indifferent attitude which is nothing, but insulting the Opposition. The Collector also followed suit after some time with a feeling of desperation and humiliation.Ironically, Chittoor TDP MP N Sivaprasad also faced the humiliation of waiting for more than two hours.
At last, the Minister, who arrived, went to Chairperon’s chambers (instead of meeting) where he had spent some time with the ruling party members, including Chairperson Geervani. By the time, the meeting was commenced at about 12.30 pm there was only the ruling party members were present.
The meeting presided over by Geervani unanimously passed the ZP annual budget for 2016-17 without the Opposition members. Chittoor MP Siva Prasad who left, came back and sat with Minister Gopalakrishna Reddy. The ZP budget meet ended in less than 30 minutes.
The officials and public wondered that whether it is a deliberate clever move by the ruling party leaders, including the Minister, to keep away the Opposition members from the crucial budget meeting or it was busy programmes of the Minister delayed the meet.
