He said as per Section-6 of the Bifurcation Act, an expert committee should be appointed, for advising on capital development. Justice Sivarama Krishnan Committee was appointed and the committee submitted report an year ago. He said if the State government followed the rules of Bifurcation Act, the government should have started the construction of the capital by now.
The Congress leader said that the capital master plan was prepared in Singapore, while the capital design was made in Japan. The State government paid Rs 15 crore to Singapore company for developing master plan and Rs 97.5 lakh to Maki and Associates of Japan for preparing primary design of buildings.
