Speaking on the occasion, Samuel said that Telangana power utilities owe as many Rs 2,300 crores to Genco. “They were drawing power from AP grid since bifurcation. The central power utility gives only two months time to pay the arrears, later the power supply would not be extended. Unless the State power utilities would take similar action, the arrears might not be realised,” he said.

The additional secretary lamented that the power utilities were taking loans from banks to make up the shortfall, which in turn was an additional burden on the consumer. He feared that the performance of the power sector would be affected if the arrears were not realised. “Moreover, the Transco has to get about Rs 275 crore towards transmission charges from TS power utilities,” he added.

He demanded the Telangana government to transfer engineers as per AP State Reorganisation act and division of employees should be made as per the recommendations of Kamalanathan Committee. He found fault with the TS government for relieving some employees as they were branded as natives of Andhra.

AP Transco headquarters in Vidyut Soudha, Corporate Training Institute in Erragadda, AP Genco at GTS Colony in Erragadda, Central Power Training Institute of APCPDCL (now TSSPDCL), corporate office of APCPDCL (now TSSPDCL) had become inter-State properties and would come under the purview of section 53 (1) and (2) AP Re-organisation Act.

All these properties were in the clutches of TSTransco, if we vacate these premises without our share of the market value, we would jeopardise our rights,” he remarked. Stating that 58.32 per cent of the property of Vidyut Soudha belongs to APTransco, Samuel demanded a separate joint committee for a division of common assets.
