Hyderabad: After successfully launching an e-Procurement system, now Andhra Pradesh government is all set to launch its own e-Auction system.

According to sources, as per the direction of the government issued on September 1, 2012, all the departments have been using the services of MSTC, a Government of India enterprise for all their e-Procurement and e-Auction needs.

Following this, the MSTC was roped in to provide e-Auction services for sale of products like ores and minerals, forest and agriculture produce, human hair, immovable properties and industrial products through forward e-Auctioning.

Similarly, the MSTC has to provide e-reverse auction services for purchase of any types of goods, plant, machinery, equipment, spares, finished/semi-finished products and agricultural products.

In case of certain materials, the existing rules provide payment of 1.75 per cent of value of materials disposed or arrived on the basis of the value of the delivery order.

Similarly, the charges payable to the MSTC range from 0.3 per cent to 1.6 per cent depending on what the State sells and buys or auctions through the MSTC e-Auction online system.

Similar facilities have been extended in case of e-Procurement, but with the State launching its own e-Procurement system, it would save lakhs of rupees to the State.

In addition, the revenues generated though the e-Procurement would be shared between the Requisition Originating Department (ROD) for e-Procurement and Andhra Pradesh Technology Services (APTS).
