KEK said that Chief Minister N Chandrababu Naidu was impressed with the lab methodology of the PEMANDU Team from Malaysia and it was decided to replicate the transformational methodology in the State of Andhra Pradesh to achieve the vision targets in a time-bound manner.
Hyderabad: Deputy Chief Minister K E Krishna Murthy spoke at the inaugural session of the Performance Management and Delivery Unit (PEMANDU), Governance Lab, on “Government Revenue Collection, Government Procurement and Public Delivery System’ here at Dr Marri Chenna Reddy Human Resources Development Institute on Monday.
KEK said that Chief Minister N Chandrababu Naidu was impressed with the lab methodology of the PEMANDU Team from Malaysia and it was decided to replicate the transformational methodology in the State of Andhra Pradesh to achieve the vision targets in a time-bound manner.
He said that the PEMANDU team had given a presentation during the district collector’s conference held in December last year and all were impressed with the lab methodology.
It consists of pre-lab, lab and post-lab sessions and brings together the key stakeholders from identified sectors, analyse the current situation and its root causes, develop solutions and produce a detailed implementation programme for achieving desired outcomes.
As part of this, in the first wave two labs were conducted successfully to improve quality in education sector and growth in retail sector.
In the second wave, the pre-labs have been conducted in governance and urban sectors from April 25 to June 10, 2016. The current session was meant to discuss in detail on the government revenue collection, procurement and public services delivery.
Similarly, under the urban sector lab, issues pertaining to five streams like Urban Housing, Connectivity, Economic Development, Resource Mobilisation and basic infrastructure will be highlighted, he added.
He hoped that the PEMANDU lab works would act as a catalyst and ensure deliver of Government Transformation Programme (GTP) and Economic Transformation Programme (ETP) initiatives across multiple ministries and agencies. Further, the lab also concentrates in suggesting measures to increase transparency, accountability and improvement in public funds, reduce corruption through enforcement and compliance and improve public perception with regard to integrity of the Government and Civil Services.
Briefing on the initiatives of the PEMANDU, its Director Devagunam Ravindran said that public satisfaction should be held the prime and key parameters to improve the transformation process of public delivery services. The workshop started today would continue till August 5.
