Vijayawada: Speakers at a meeting on ‘Capital construction - Swiss Challenge’ here on Wednesday accused the State government of violating all norms and laws of the land in giving the capital construction works to the Singapore consortium in Swiss Challenge mode.

Initiating discussion, retired IAS officer and former administrator of Chandigarh, M G Devasahayam said that the government had violated the AP Reorganisation Act, 2014 by ignoring the recommendations of Sivaramakrishnan Committee that was appointed by the Central government on suggesting location for capital city.

He cited that the government had violated the forest and environmental acts, river conservation acts and land acquisition act by taking lands from the farmers by force in the name of land pooling.

The allocation of master plan work to the Singapore consortium was not as per the provisions of the original Act of AP Infrastructure Development Enabling Act 2001. The government had amended this Act in December 2015 to help the Singapore consortium, he said.

Former Minister Vadde Sobhanadreeswara Rao ridiculed the process of the selection of location for the capital and the methods adopted for the selection of consortium for the city development.

Hundreds of people in the 29 villages were sitting idle as their lands were taken rendering them jobless. The capital plans were unrealistic, he said and asserted that they would not materialise even after 50 years.

He took a dig at Chief Minister N Chandrababu Naidu for repeatedly speaking about injustice done to the State at the time of bifurcation. He recalled that Chandrababu Naidu had given two letters to the Center in favour of bifurcation but had not given any letter seeking justice to the State.

Professor of Center for Economic and Social Studies (CESS) C Ramachandraiah discounted the claims of the government on Swiss Challenge.

He said that the government was giving away lands to the Singapore consortium to sell the lands and build the capital. He blamed the government for accepting the terms and conditions of the Singapore consortium which will take 15 years to develop the start up area in the core capital.

If the start up area would take 15 years, when will the capital come,” he asked and regretted that the government agreed to provide infrastructure to the Singapore consortium to sell the developed plots in the startup area. He alleged that the government was allowing the consortium and other foreign companies to make money at the cost of the people.

The capital farmers’ representatives Anumolu Gandhi and Mallela Seshagiri Rao regretted that the government was threatening the people of the capital villages.

They said that they were fighting in the courts and also in the National Green Tribunal to get justice. They feared that the farmers and the people of the 29 capital villages would revolt against the government one day.

The CPM capital region convener Ch Baburao blamed the government for giving priority to the foreign companies and allowing them to enjoy rights on the properties of the State and the people.

He took strong exception to the government for accepting the condition of arbitration in London court, which exposes the government’s faith in Indian courts.
