Visakhapatnam: Minister for Human Resources Development Ganta Srinivasa Rao said the State government would be preparing a Blue Book to understand the precautions to the taken before an impending natural disasters and rescue, relief measures to follow.

The Minister was the chief guest at the maiden joint disaster management exercise ‘Prakampana’ aimed at synchronising resources and efforts of all agencies involved in disaster management, which was inaugurated at the naval auditorium - Samudirka, here on Tuesday.

Speaking on the occasion, the Minister claimed that the government could mitigate the effect of super cyclone Hudhud that hit the city on October 12, 2014 but admitted that the relief, rescue was a challenging task.

Stating that the government has been focusing on the disaster relief, Srinivasa Rao said that State Disaster Response Force would be set up in the city, which would train over 600 persons. “A site would also be allocated soon,” he said.He said that the Chief Minister N Chandrababu Naidu suggested the participants to prepare a Blue Book during the three-day session.

He lauded Indian Navy, Army and Air Force for extending great help during the Hudhud cyclone. Chief Secretary SP Tucker in his inaugural address said that it was important to study past experience and use best practices with latest technology, to face the impending disasters.

He listed the number of cyclones that hit the coast during the last 100 years. He said developed countries have insurance cover for the victims, which needed to be implemented in India.

Flag officer and Commanding-in-Chief, Eastern Naval Command, Vice Admiral HCS Bisht said that the Hudhud caused damage to the tune of Rs 20,000 crore and the armed services did the best to extend relief measures. He said the three-day meet would discuss on strengthening the disaster mitigating mechanism.

Lieutenant General SD Marwah of the Indian Army said UN lauded the efforts of the district administration in reaching out the people during the Hudhud cyclone.

Several dignitaries from various Central and State Government agencies, representatives from PSUs located in Visakhapatnam, professors, university representatives and experts in the field of disaster management participated in the inaugural session.
