Srikakulam: Irrigation officials have been violating Neeru-Chettu guidelines in Srikakulam for the last three years by managing higher officials and politicians. As a result quality of works is being affected. As per guide lines issued by the government for Neeru-Chettu works with endorsement number -98 on 7 April this year, Superintendent Engineer (SE) is the nodal officer for each district,

an executive engineer (EE) should supervise works in one revenue division, for each assembly segment one deputy executive engineer (DEE) must and for each mandal assistant engineer (AE) should supervise works. In Srikakulam three revenue divisions, 10 assembly segments and 38 mandals are existing. But only one EE is available from regular irrigation wing Srikakulam, for all ten assembly segments only four DEEs are available and 15 AEs are supervising works in 38 mandals. As per guidelines two EEs, 6 DEEs and 23 AEs are required for Neeru-Chettu works.

Although EEs, DEEs and AEs are available in special investigation (SI) and small and micro irrigation (SMI) wings within the irrigation department they are not being endorsed works under Neeru-Chettu works due to political pressure. Officials from regular irrigation wing are putting pressure on higher officials and politicians to continue works under their supervision only. In SI wing one EE, 4 DEEs and 15 AEs are available but they are not being engaged in these works.

As a result of single division officials supervision and lack of sufficient engineers work quality is being affected in Laveru, Srikakulam rural, Etcherla, Ponduru and other mandals. Officials are also receiving repeated complaints from the locals over poor quality of works.

Basing on complaints Srikakulam MLA, G.Laxmi Devi inspected Neeru-Chettu works at Kurmanadha Sagaram in Gara mandal on Saturday. She directed officials to remove occupations around the tank and remove silt absolutely.

Neeru-Chettu nodal officer for Srikakulam district and Vamsadhara SE B.Appala Naidu admitted scarcity of engineering officials to supervise works. He further explained that they have sent report for government to recruit AEs on outsourcing basis from retired people.
