Finance minister Yanamala Ramakrishnudu has agreed to pay salaries to the entire grant in aid employees on first of every month. He held a review meeting with treasury, pay and accounts, directorate of works and accounts (DWA) at Secretariat on Thursday and reviewed their performance.

When Finance special chief secretary Muddada Ravichandra brought the issue of grant in aid employees’ salaries to the notice of minister, which was pending for the past 30 years, he immediately accepted their demand. He asked the officials to implement the decision at the earliest.
While directing the treasury, pay and accounts, directorate of works and accounts departments to introduce e-filing system from July 1, minister opined that through online system, paper less administration and online payments the expenses can be reduced.
While suggesting the universities to achieve self reliance, he asked the officials to give an opportunity to the students to go online with their college fee instead of challan in banks and the people to pay vehicle tax, excise, registration fee etc similarly. He also directed them to introduce digital voucher system for all the payments, by which the loads of vouchers which are piling up in offices can be avoided in future.
Yanamala directed to take steps to have only one Drawing and Dispersing Officer for each department in all the 13 districts. The system which presently existed in police department should extend to all the other departments, he said.
He asked all the departments to reduce revenue expenditure and to ensure for measures to convert the loans which were borrowed with high rate of interest to low rate of interest. On this occasion the government took the decision on linking up the Aadhaar number of all the government employees, pensioners to HRMS in treasury department as mandatory.
The officers briefed the minister about the Centralised Finance Management System from October 2 this year, through which all the income and expenditure of the government will be performed through online in real time basis.
The meeting also discussed about sanctioning increments every three months instead of every month for about 4.45 lakh employees, which has become a huge burden. If the new system is considered the employees who joined in service between January 1-March 31, will get their increment on January 1. Similarly the employees joined their services between April 1-June 30, they will get their yearly increment on April 1.
