State Secretariat member Ch Narasing Rao told reporters here on Wednesday that Dalits and Dalit Colonies are not developed even after 69 years of Independence. He demanded the governments to allocate sufficient budget to the SC, ST Sub-Plan to help increase employment for Dalit youth.
