To keep his activities prevented by a detention order, CP invoked PD Act on Zaffer at Cherlapally jail. “Zaffer started his criminal career in 1967. Taking advantage of his wrestling background, he joined Armed Reserve Police as constable in 1976. Later he was detained under Maintenance of Internal Security Act (MISA). He was released from Chanchalguda prison in 1977. He started money lending business by engaging poor youth as his henchmen.
In 1992, he obtained Arms license from Home Department which was later cancelled,” DCP (South) V Satyanarayana said, adding that he is involved in 13 criminal cases. The DCP said in one case against Zaffer, under Rein Bazar PS, the matter was settled in Lok Adalat, six cases under Bahadurpura PS ended in acquittal, four cases under Kanchanbagh PS are pending and two cases under Nampally PS are under investigation.
