The Prevention of Cruelty to Animals Act (PCAA) is an Act of the Parliament of India enacted in 1960 to prevent the infliction of unnecessary pain or suffering on animals and to amend the laws relating to the prevention of cruelty to animals. As per the provisions of the law the government of India formed the Animal Welfare Board of India. 

The Prevention of Cruelty to Animals Act (PCAA) is an Act of the Parliament of India enacted in 1960 to prevent the infliction of unnecessary pain or suffering on animals and to amend the laws relating to the prevention of cruelty to animals. As per the provisions of the law the government of India formed the Animal Welfare Board of India.

The Act, however, makes a provision under heading ‘Saving’ as respects manner of killing prescribed by religion. Nothing contained in this Act shall render it an offence to kill any animal in a manner required by the religion of any community.

The Animal Welfare Board of India was established in 1962 under Section 4 of The Prevention of Cruelty to Animals Act,1960. The Board, headquartered in Chennai, comprises of 28 members, who serve for a period of 3 years. From being in the jurisdiction of Ministry of Food and Agriculture, the Board was in 1990 transferred to the Ministry of Environment, Forests and Climate change.

Concerned about the abuse of animals in research, in the Board's early history, it recommended that the government create the Committee for the Purpose of Control and Supervision of Experiments on Animals (CPCSEA).

The Board issues publications to raise awareness of various animal welfare issues. A team delivers talks on animal welfare subjects and trains members of the community to be Board Certified Animal Welfare Educators
