When people are sincere in asking for an apology, you forgive them, and it's no big deal "It's okay" or "No problem" works fine.
When they're sincere and you want to acknowledge that, "Apology accepted." works. It doesn't mean they're forgiven, but that you acknowledge that they asked for a sincere apology.
"I forgive you" works when you forgive them, but what they did was kind of a big deal. It doesn't even have to mean you accept their apology just that you're over it. Here are some of the ways to accept an apology: (a) It doesn't matter at all; (b) Oh, it is not really necessary; (c) There is no reason to apologise; (d) Let's forget it; (e) It's all right; (f) Not at all; (g) It's okay.
