When hyd becomes A joint capital

In the wake of bifurcation of the state and Hyderabad being declared as joint capital for a period of 10 years, there is a lot of confusion and speculation about what will happen to the GHMC . A lot of questions are being as to under whose jurisdiction will GHMC be functioning for a period of 10 years- Seemandhra or Telangana? GHMC might even have to face a lot of challenges in various sectors such as water distribution, revenue and tax-sharing with two governments controlling it

So probably, IAS officers from other states will be employed. These sort of problems persist as long as Hyderabad continues to be a common capital,” he adds. There is a lot of confusion over who will control the GHMC, as it is viewed as a cash cow with revenues being milked in from several sources such as property tax, trade licenses and town planning fees. A section of the employees say that the GHMC will be under the control of Telangana, others believe that it will be different set-up.

“The administration wing will remain the same. There may not be any change as far as the administration wing and responsibilities are concerned. Moreover, Hyderabad will be the seat of decision making as the capital city for 10 years for both states. The division will have an impact on the boundaries and not on the functioning .The Centre has not given any clear guidelines. After the bill is passed, a study will be undertaken on the various municipal divisions and their jurisdiction,” the commissioner said.
