According to National Crime Records Bureau (NCRB), a total of 83,661 crime incidents against women has been recorded during 2010 to 2012 in AP. It is the highest for any state in the country.

In the IT hub of Cyberabad, where employees often travel alone to work, a whopping 272 cases of outraging the modesty of women were reported till June 2013, compared to 292 such cases in entire 2012. Among 35 cities, Delhi (3880) has accounted for 16% of total crimes followed by Hyderabad (1964) which is 8.1% of total crimes.

A total of 4145 rape cases and 5596 dowry cases have been reported which is 5% and 6.7% of total crime incidents against women.

According to NCRB a total of 2,13,585 cases were recorded in 2010, some 2,28,650 cases in 2011 and 2, 44,270 cases in 2012 in the country. Out of the total 2, 44,270 cases in 2012.AP alone has a record of 28,171 which is 11.5% of total crime against women in the country. These figures are recorded offences, but millions of cases go unreported because of social stigma and unhelpful attitude of the police and society. Crime against women include, rape, rape & murder, molestation, dowry harassment, indecent comments, stripping and so on. In India, women do not seem to enjoy all fundamental rights provided under the Constitution of India.

However, the police say that in a majority of cases the girls or minors were victimised by people known to them or from the family. A senior police officer said that some of the rape cases were primarily technical rapes which mean men duping girls in the pretext of love, marriage after having consensual sexual relationships. Cops said easy access to porn sites has changed the youth mindset.

Police say it becomes a tough job for them to collect scientific evidence if a victim approaches a few days after the occurrence of the crime. In both the cases, the victim remains at the receiving end.

They only turn to the police when they are desperate, because of the fear and apprehension that women have before approaching a police station. A police station is often viewed as an intimidating place. Add to this is the rising number of custodial rapes.

“Whatever initiatives have been announced in the past, there has been no implementation. The safety of women is not considered to be right of way. The authorities fail to bring awareness in the society and to curb the conviction rate.

There are cases where it has been reported that the women are turned away from police stations,” said V Sandhya, president, Progressive Organisation of Women (POW).

A rape victim has to pass hurdle after hurdle getting her case to be filed. The Indian judicial system remains the biggest hurdle for them. Murder trials last decades in India. Often verdicts are pronounced after the death of the victims. So what is the point of filing a case? Ultimately it boils down to one thing, the victim is destined to accept the past, forget the rape, bury the emotions and get on with it.

“There should be a helpline for women to call in emergency. In the US and other countries, medical care is provided and evidence collection occurs with the consent of the victim. A sexual assault hotline is also available. But in India, we do not follow such process which is a pitiable thing. The conviction rate in the country is dismal. The social stigma attached to rape ia a major reason why many rape cases go unreported. Sometimes the victims’ families are pressurized to withdraw complaints. It is mandatory to have the presence of women constables at the time of questioning. A FIR has to be registered and a copy to be given to the complainant. These types of awareness on law should be inculcated by the police,” said Sandhya.
