There is confusion, chaos and a lot of speculation doing the rounds about Greater Hyderabad Municipal Corporation (GHMC). The GHMC might even have to face a lot of technical challenges in various sectors such as water distribution, revenue and tax-sharing with two governments

It’s all official, now the 625 sq km area of GHMC will serve as common capital Telangana and the residuary state of Andhra Pradesh for a period of 10 years. The GHMC office is rife with discussions and speculations about many things, like revenue, tax sharing etc. With the GHMC sooner or later becoming the hotbed of administration, experts opine that there might be turbulent times ahead for the civic body as the T bill was unclear about the administration.

Former GHMC commissioner MT Krishna Babu said, “More concentration was on law and order”. The former commissioner feels that there is ambiguity. “It is unclear how municipal administration, revenue will be shared. Will they be bifurcated? Will there be an amalgamation of two commissionerates. Will they combine Hyderabad and Cyberabad commissionerates and Chief Commissioner will report to the Governor? There is no clarity of the operational mechanism,” he added.

“It is time tested and what about 371(D). Will an anxiety to fast track the process leave any loose ends in the system? This type of arrangement should be made on strong foothold of constitutional laws and there should be no goof up, where a chance is given to the public to challenge the bifurcation. There should be no scope left for any public interest litigation, where the courts can strike the entire process if the constitution is not followed,” Krishna Babu added.

GHMEU president Udhari Gopal expressed his displeasure over the verdict of calling the GHMC limits as the joint capital. "There is no clarity with regard to the administration. The GHMC is already plagued with many issues and added to this the lack of clarity of sharing the taxes, revenue. There are thousands of workers who are yet to be regularised. This will get sidelined.”

Formed by merging old MCH with 12 municipalities (10 from Rangareddy and 2 from Medak), the GHMC came into existence from April 16, 2007.
