Officials playing a cruel hoax, indulging in jugglery
Hyderabad: Greater Hyderabad Municipal Corporation (GHMC) which proposed a grand draft budget of about Rs 5,550 crore and has showcased a multi-colour picture of providing world class amenities like slum-free Hyderabad, skywalks, two bedroom houses, beggar-free city and greenery for happy living has a track record of spending not more than 25-30 per cent of the budget allocations.

A look at the budgeted capital income and the actual figures as well as the budgeted capital expenditure and actual expenditure since 2009-10 to 2013-14 indicates how the GHMC has been playing a cruel hoax and has been indulging in jugglery of figures. They have never met the targets.
The budget estimates for capital income during 2009-10 was Rs 1639.53 crore whereas the actual capital income was Rs 427.84 crore. For 2010-11 the budgeted capital income was Rs 1253.36 crore where as the actual capital income was only Rs 12.66 crore. Similarly, the capital expenditure for 2009-10 was Rs 2160 crore while the actual expenditure was Rs 545.18 crore.

During the year 2010-11 while the budgeted capital income was Rs 1253.36 crore the actual income was a meager Rs 12.66 crore. This shows how seriously the GHMC has been treating the budget. The figures for the successive years also indicate similar trend.According to M Srinivas, city secretary CPI (M) the GHMC officials have been manipulating figures to show that they have a big budget.
This fudging of figures had resulted in many developmental projects not seeing the light of the day.The GHMC is also showing the allocation of housing as part of slum development though it is a State Government scheme.Former TDP floor leader, Singireddy Srinivas Reddy who recently joined TRS told The Hans India that the GHMC has never prepared budget estimates based on the grass root level requirements.
Even the advice of ward Committees was not taken into consideration. “They prepare a budget with the help of a private agency. When the time comes for implementation not a single project is grounded.Former deputy mayor, G Raj Kumar said that Rs 450 crore of works, which were sanctioned for 2014-15 in the general body meeting and standing committees have not been taken up under one pretext or the other, he added.
