New Delhi: The Cabinet Note to be prepared on Telangana by the Union Home Ministry, in order to take the issue to the Union Cabinet, is likely to be delayed, as Union Home Minister Sushil Kumar Shinde is down with a serious lung ailment. Shinde, who had undergone lung surgery in Mumbai, is recuperating and may take some more time to be fully back on his feet. This, in turn, is bound to delay the process of carving out Telangana.


In the absence of Shinde, the parliamentary work is being looked after by Union Finance Minister P Chidambaram. Thus, while he is officiating for Shinde in Parliament, Chidambaram has not been given charge of Home Ministry. As a result, Chidambaram cannot take the Telangana issue to the Cabinet.

According to sources, the issues to be dealt with in the Home Ministry Note to the Cabinet are those that are presently agitating the people of Seemandhra. These include sharing of river waters, generation and distribution of electricity, safety and security of all residents of all three regions, guarantee of fundamental rights of all residents, besides the status of Hyderabad. So the Cabinet Note has to be carefully prepared, before taking it to the Cabinet.

In his statement in the Rajya Sabha on August 5, Chidambaram said, “In the matter relating to the separate State of Telangana, the Constitution of India lays down a procedure for formation of new States. Besides, a number of substantive matters have to be addressed with the formation of new State. These matters are under consideration of the Government. The Ministry of Affairs will bring a comprehensive note for the Cabinet, containing both substantive and procedural issues, for the decision of the Cabinet.

These issues will include, but will not be limited to, sharing of river waters, generation and distribution of electricity, safety and security of all residents of all three regions, guarantee of fundamental rights of all residents, etc. Once the Cabinet takes decisions on these matters, there will be an opportunity for the House to have a structured discussion on the subject. The Government will welcome such a discussion at an appropriate time.”
