New Delhi (Agencies): The CBI on Tuesday told the Supreme Court that it was facing difficulty in functioning as an independent investigating agency. The premier investigating agency said that it was functioning under a stranglehold of bureaucrats, during a hearing related to the coal scam.

The agency told the apex court that its proposals are often returned with 20 objections noted by a head clerk in the department. It sought that CBI director's proposals be routed directly to the minister in charge of the department of personnel and training.

Jaiswal on missing files

Amid furore over missing files with regard to mine allocations, Coal Minister Sriprakash Jaiswal said the list of documents which could not be located would be given to CBI in a day or two. "The list of the (files) which could not be located would be handed over to CBI either tomorrow or by the day after tomorrow," Jaiswal told PTI here.

"Then lodge FIR (against the missing files) or take appropriate action," he added.

He said that on Tuesday a clear picture would emerge about the files which are missing.

However, the Minister refused to comment on the number of missing files which have been located in the past few days.

Last week, Jaiswal had said that he has asked officials to locate the missing papers.
