Antony report will be factored into the Bill later

New Delhi/Hyderabad: AICC General Secretary incharge of Andhra Pradesh Digvijay Singh on Friday made it clear that the Cabinet note on Telangana will come to the Cabinet in the first week of October. The note is being drafted by the Union Home Ministry and it is not linked in any way to the Antony Committee Report.

Digvijay Singh asserted that there is no going back on the Congress Working Committee (CWC) resolution of July 30, which decided on bifurcation of Andhra Pradesh. The decision was taken after due consultations and considering the views of all the stakeholders concerned with it. Being a national party with a long history Congress does not change its stand as the regional parties do, he remarked. “The decision has been taken on popular demand. There is no question of going back on it,” he said.

Digvijay Singh’s assertion helps in clearing the air of uncertainty, as it was felt in some quarters that the Cabinet note on Telangana was being delayed because of the delay in finalising Antony Committee report. He said, the Union Home Ministry will bring the Telangana note to the Union Cabinet and later the resolution will be referred to the Andhra Pradesh Assembly.

Digvijay made it clear that the drafting work was progressing well and there is no hurdle of Antony Committee. The Committee will be consulted before the bill on separate Telangana was finalized.

He further said that Antony Committee recommendations will find reflection in the Telangana Bill that will come up at a later stage and is expected to be introduced in the winter session of Parliament. Issues relating to the water-sharing, power-sharing, revenue-sharing and related issues will figure in the Bill. In the drafting of the Bill, recommendations of Antony Committee on these and other related issues will be factored in, he said.

Reacting to a question on Chief Minister N Kiran Kumar’s comment that the no match was over till the last ball was bowled, Digvijay Singh said he was not aware of what Kiran had said and added that he would remain the Chief Minister for united Andhra Pradesh till the process of bifurcation was over. Rejecting charges against Kiran that he was neglecting Telangana region and was partial to Seemandhra , the AICC general secretary said, Chief Minister was elected by united Andhra Pradesh and he has to do justice to all the regions. This, the Chief Minister is doing, he said.

Replying to another question, he said people in united AP have been living in harmony and his appeal to all sections was that “let us live in harmony.”
