New Delhi: Common Governer for Both StatesNew Delhi: The Centre has cleared the proposal for common Governor for Telangana and Andhra Pradesh, which come into being on June 2, fixed as the Appointed Day. The file was put up by the Ministry of Home Affairs to PM Manmohan Singh, who has since cleared the file and forwarded it to President Pranab Mukherjee for his assent. On June 2, both States will have Governor, CM, Chief Secretary and DGP in place. The Governor will be common for a period of 10 years. The Telangana Governor will officiate as the Governor of the residuary State of Andhra Pradesh. The Governor will have special responsibility towards the security of life, liberty and property of all those, who reside in Hyderabad, which will serve as the common Capital of both Telangana and Andhra Pradesh for a period of 10 years.

According to the Act, the Governor’s responsibility will extend to matters such as law and order, internal security and safety of all vital installations in the discharge of these functions. This transitory provision will cease to be effective after the period of 10 years. Although the simultaneous Assembly and Parliament elections were held in the undivided States of Andhra Pradesh, results for which will be out on Friday, the separate Telangana Assembly and Legislative Council and Andhra Pradesh Assembly and Legislative Council will also come into being on June 2.

Telangana will have 119 elected MLAs, 40 MLCs, 17 members of Lok Sabha and 7 members of Rajya Sabha. The residuary State of Andhra Pradesh will have 175 elected MLAs, 50 MLCs, 25 members of Lok Sabha and 11 members of Rajya Sabha. Similarly, there would be a common High Court and its expenditure would be apportioned between the two successor States based on population ratio until a separate High Court is set up under Article 214 for Andhra Pradesh. The existing Public Service Commission will also be the Public Service Commission for T and the UPSC would, with the approval of President, act as the Public Service Commission for Telangana.
