New Delhi: The Kamalanathan Committee on Friday notified the Draft Guidelines for the division of employees between the newly-created Telangana and the residuary State of Andhra Pradesh. Ten days time has been given to the employees to file their views/objections, after which the process will be finalised. After receiving the feedback, the committee will meet once again to make appropriate changes. The Guidelines will then be sent to the Union Home Ministry and then submitted to the Prime Minister for his consent.
Earlier in the day, Kamalanathan held a meeting with Telangana Chief Secretary Rajiv Sharma and Andhra Pradesh Chief Secretary I Y R Krishna Rao.
According to the Draft Guidelines, options can be exercised by all employees. A four-page form for making the option has been appended to the Draft Guidelines. If no option is received within the prescribed time, or where an employee is willing to be allotted to either of the two States, such person will be allotted based on the other criteria. Option once exercised cannot be changed under any circumstance. Primarily the nativity principle will be followed. However, the definition of local candidature is set to snowball into a controversy.
Although Telangana employee organisations have been demanding nativity (place of birth) to be considered, the panel decided to go by school records. Employees should produce records of their study from fourth to tenth standard to be considered as local. Employees, who feel aggrieved, would be at liberty to submit representations to the Chief Secretary in which he is serving, with a copy to the State Reorganisation Department constituted in the State of Andhra Pradesh.
The principles for deciding on the allocation of employees have been notified. Persons, who immediately before the Appointed Day, were serving on regular basis are to be considered for allocation.
