Soon after the house met, Deputy Chairman P.J. Kurien allowed papers to be laid and then permitted Samajwadi Party leader Naresh Agarwal to speak.

He raised the issue of the notice given by 30 MPs of the ruling National Democratic Alliance to Chairman M. Hamid Ansari, requesting him to take action against Congress parliamentarians for disrupting the proceedings.

Agarwal said, "Congress is opposing the dictatorial attitude of the ruling party and all opposition is with them."

"The notice given to Rajya Sabha chairman is an attempt to pressurise him," he added.

As the Rajya Sabha continued to be disrupted through the third week of the monsoon session, around 30 MPs of the ruling NDA on Thursday wrote to Chairman M. Hamid Ansari to take action against Congress parliamentarians disrupting the proceedings.

Congress members shouted slogans against the Narendra Modi government.

Amid the din, Kurien adjourned the house till noon.

When the house reassembled at noon, it again witnessed uproarious scenes. However, Chairman Hamid Ansari tried to conduct question hour but could not succeed.

Agarwal again raised the issue.

They said: "End dictatorship, End Modishahi."

Amid noisy scenes, Ansari adjourned the house till 2.30 p.m.

Earlier, Congress and BJP issued whips to their party MPs asking them to be present in the Rajya Sabha.

"A three-line whip has been issued by the Congress amidst a view within the party that the government may try to slip through some legislative measures," Congress chief whip in the Rajya Sabha Satyabrata Chaturvedi told reporters outside parliament.

The BJP also issued a whip asking all its members in Rajya Sabha to be present in the house.
