Speaking at the zonal coordination committee (ZCC) meeting of Rehabilitation Council of India (RCI) here on Saturday, Aggarwal who is also chairman of RCI said that the bill has come before the GoM (Group of Ministers), who approved it for presenting in the Parliament in the monsoon session.

He said that MSJE ensured transparency in the implementation of various schemes for the empowerment of persons with disabilities and also in providing the grant aid to the NGOs engaged in welfare schemes execution. Responding to the demands from the members of RCI zonal coordination committee, who sought reservation for persons with disabilities in private sector, Aggarwal admitted that it will be difficult to implement. Instead, he implored the NGOs to help the government to ensure proper utilisation of scholarships.

In this connection, he said the scholarships including pre-metric, post-metric and higher education were remaining under-utilised.Aggarwal said that efforts are on for capacity building of the existing training institutes apart from setting up new ones in a big way for skill development of the persons with disabilities.

He said that autism is notified as one of the subjects for training personnel to boost up welfare activities for those suffering with autism.An open discussion with members of ZCC and representatives of NGOs was held later. ZCC chairman and Tirupati-based NGO Rashtriya Seva Samithi (RASS) general secretary on behalf of NGOs submitted a memorandum on the problems being faced by them in availing grant-in-aid for the project under various Central government schemes and sought Aggarwal to solve them. RCI member secretary SK Srivastava, representatives of NGOs from Telugu-speaking States and Tamil Nadu participated in the meeting.
