Hyderabad: Both States Get Ready for a Fight over PolavaramHyderabad: The transfer of seven tribal mandals in Bhadrachalam division of Khammam district to Andhra Pradesh, which would be submerged under the Polavaram project, seems to be taking a turn for major confrontation between the two states of Andhra Pradesh and Telangana.

While the TDP sources claimed that the Centre had given enough indications to Andhra Pradesh government that it would bring in a Bill in place of the Ordinance that was issued recently, the Telangana government said that it would oppose the move tooth and nail.

Telangana Chief Minister K Chandrasekhar Rao told his ministerial colleagues that the Centre’s move was unconstitutional, undemocratic and anti-tribal and if it tried to push through the Bill it would be against the spirit of federalism. KCR also feels that transfer of these mandals amounts to violation of Supreme Court judgments. He feels that the centre and state should alter the design and see that the submergence of the villages is reduced instead of transferring them to Andhra Pradesh. Rao, during his luncheon meeting, is learnt to have said that the government would take recourse to legal measures if the Centre tries to go ahead with the decision to transfer the seven mandals to Andhra Pradesh. He said that he would take up the issue with Prime Minister Narendra Modi during his visit to New Delhi this week.
He would also tell Modi about the unanimous resolution that was passed by the Telangana Assembly and the agitations that had been taking place in the tribal areas opposing the move since the Centre promulgated the ordinance.

On the other hand, the Andhra Pradesh Chief Minister N Chandrababu Naidu discussed the issue with Prime Minister Narendra Modi when he had a one on one meeting with him at Sriharikota. He will also apprise Modi about the unanimous resolution passed by the state Assembly demanding that the ordinance be converted into an Act. Naidu is also likely to discuss speedy disbursal of the money which should come to the state from the Centre to meet the revenue deficit and the need to convince the RBI to relax the norms and cooperate with the state government in implementing the loan waiver scheme.

Meanwhile, the TJAC and the TNGOs have decided to strongly oppose the Centre’s move to replace the ordinance on Polavaram by an Act. The TJAC will be holding roundtable meetings in New Delhi during the second half of July. They will also organise dharna’s in Telangana in July.
