Hyderabad: A day after union home ministry sent a letter directing the Telangana state government to implement various norms to transfer powers of maintaining law and order in Hyderabad to the Governor, the state government, in its reply, has made it clear to the centre that it can't implement the norms. The Governor, the letter reportedly said, had to act according to the advice of the council of ministers and that it cannot accept any move that amounts to usurping the powers of the state government.

According to official sources, Chief Secretary Rajiv Sharma met the chief minister on Saturday morning to discuss the developments in the wake of the Centre's letter. Sharma later drove to Raj Bhavan and met Governor ESL Narasimhan. It was after this meeting that the chief secretary dashed off a letter. Though the government has decided not to divulge the contents of the letter, it is learnt that the government has made it clear that as per clause 8 (3) in AP State Reorganisation Act, the Governor shall act only after holding due consultations with the State Cabinet. In this backdrop, it was not possible to handover complete authority over the common capital to the Governor. The TS government is also said to have strongly protested against frequent intervention of the Centre into the affairs of the State. TS Chief Minister K Chandrasekhar Rao has asked the party MPs to raise the issue in Parliament and express their strong opposition to the manner in which the Centre was trying to create problems for a democratically elected government.

It is said that at one stage KCR thought of knocking at the doors of the Supreme Court over the issue but the chief secretary and other officers reportedly told him that it may not be advisable to do so at this stage. Reacting to the development, ministers K T Rama Rao, T Harish Rao and Home Minister Nayani Narsimha Rao alleged that this move was a “Conspiracy of two Naidu’s, Union Minister M Venkaiah Naidu and AP Chief Minister N Chandrababu Naidu.

KTR said that there was not a single incident of any kind of violence in Hyderabad ever since TRS came to power after the formation of the new State on June 2. He said this move appeared to be a conspiracy to disturb the functioning of the TRS government. He said that the TRS government would not accept the Centre's dictates at any cost and would wage political and legal battles against the same. Harish Rao said the AP CM seemed to be acting as the guardian of Seemandhra capitalists’ illegal assets.
