The State government and Hinduja National Power Corporation Limited (HNPCL) have decided to enter into a fresh Power Purchase Agreement (PPA) for supply of power to Telangana.

It may be mentioned here that the Andhra Pradesh government had announced scrapping of all PPAs entered into by the Discoms in the united state, which were not approved by the APERC. This triggered a row between two states. Telangana even approached the Centre to resolve the issue. As per the Andhra Pradesh Re-organisation Act, Telangana should get 53.89 per cent and AP 46.11 per cent of power generated from the units after the bifurcation of state.

To put an end to the standoff, the officials of the Telangana GENCO, TRANSCO and DISCOMS and the management of HNPCL which held meeting on Wednesday came to the conclusion that the best way out for the problem is to enter into a new PPA, TSSPDCL (Telangana State Southern Power Distribution Company Limited Chairman and Managing Director G Raghuma Reddy informed The Hans India. He said the PPAs would be finalised by December end or first week of January.

The reason to enter PPAs with Hinduja company afresh is because the power suppliers and purchasers would have to fulfill certain provisions under 2003 Electricity Act under which the two parties should get final approval from Electricity Regulatory Commission (ERC) on the power purchase pricing. The official said that some amendments were also proposed in the PPAs under the new act in the meeting.

Official sources said that the Company and DISCOMs agreed in principle to supply power-based on the availability of coal and the market value. The major stumbling block to commission the 1040 MW capacity Hinduja project was the availability of coal. After the NDA government scraped all the coal agreements, Hinduja project has stopped the supply of coal from Mahanandi coal fields in Orissa.
