Hyderabad: With the Centrally-sponsored Sarva Siksha Abhiyan (SSA) failing to achieve desired results, the NDA government is mulling over shifting the administrative control to state governments.
The current opinion of the Centre was to be place the operation of the scheme completely, under the control of School Education departments of various state governments. The flagship central scheme would be implemented in partnership with state governments covering the entire country.
Of late, the scheme has achieved the dubious distinction of becoming a parallel authority to the Department of School Education and project directors of the SSA have become islands of power unto themselves.
Though the scheme has achieved considerable success by way of improving school infrastructure in states like Telangana and Andhra Pradesh, recent surveys show the level of learning standards among primary school children have fallen further.
The Union government has decided to do something about this. A team of Union Human Resources Development ministry officials have toured the districts of Medak and Nalgonda this week and took the feedback of field-level officials on implementation of the scheme, which was rechristened as Rajiv Vidya Mission (RVM) during the rule of previous UPA government.
The key problem encountered at the ground level was the lack of coordination between District Education Officers (DEOs) and Project Directors of SSA at district level. As a result, one of the primary targets of the scheme, namely facing up to the competition of privately managed schools and making available, free and compulsory education to children aged between 6 and 14, is getting defeated.
Launched in 1999, the SSA seeks to open new schools where there was none and provide better infrastructure to existing schools. Problems in implementation are even more glaring at the state level. Most often, SSA State Project Directors are new to education sector and they try to show results within their short tenures. This is leading to conflict with the School Education departments of respective state governments.
