Hyderabad: The AP and Telangana State trade unions in APSRTC have decided not to oppose the State government’s GO, issued for amending a section in the Motor Vehicles Rules, 1989, in order to enable drivers to get training as conductors.

This is because Union leaders veered round to the view that the unions were basically concerned with safeguarding the interests of existing employees and workers. The Union leaders told The Hans India that their first priority was to bifurcate the corporation and other issues could be sorted out later.

General Secretary of APSRTC Employees’ Union, K. Padmakar said the issue of drivers getting training to double up as conductors, has not come up in the talks. “We are focusing on service conditions right now,” he said. It may be recalled that Transport, Roads and Buildings Department of Andhra Pradesh had issued GO MS. No.8 dated February 7, 2015, which exempted drivers of stage carriages performing the functions of conductors from possessing a conductor’s Licence.

The APSRTC Employees Union, which is the key union within the RTC, initially opposed the move and a representation was submitted to RTC Vice-chairman and Managing Director, N Sambasiva Rao. However, at a review meeting held after the issue of the GO, AP Transport Minister Sidda Raghava Rao clarified that the GO would not affect the existing drivers and conductors and was meant for future recruitments.

The Telangana State government in a comprehensive note on Telangana State RTC (TSRTC) tabled in the State Assembly on Friday, the government claimed that introduction of more and more TIMs (Ticket Issuing Machines) would optimise utilisation of human resources. Further, the State government was all set to revive an incentive scheme for drivers who are operating bus services by doubling up as conductors with the help of TIMs. The scheme was originally introduced by the APSRTC way back in 2000.

According to the TSRTC note, apart from increasing the Occupancy Ratio (OR) in the RTC buses, TIMs would enable automatic generation of various MIS (Management Information System) reports like trip-wise and stage-wise traffic analysis reports. These reports will help in taking timely managerial decisions, the note said.
