Implementation of Tenth PRC

Hyderabad: The Telangana State government on Monday issued a circular memo pertaining to procedural instructions for implementation of Tenth PRC. But the circular did not clarify on the payment of arrears. It only said after employees submit their bills according to revised fixations the government would take steps to release arrears for March within 10 to 15 days. There were rumours that the arrears would be deposited in the bank accounts of the employees or in their EPF.

The present memo does not give any clarity on it. In fact this issue was the bone of contention in the recently held MLC elections, which had gone against the government. All that the circular memo said was that the employees would get the revised and hiked salaries from April onwards and it would be deposited in their bank accounts on 30th of this month.

It is mandatory on part of the government to issue the circular giving details of fixation and instructions to drawing, disbursing and pension payment offices soon after releasing PRC GOs. This has been a regular practice, which is being followed from the earlier PRCs. However, this time it was delayed owing to the government not arriving at a decision regarding arrears to be paid from 2.6.2014 to 28.2.2015.

It may be noted that four GOs (NO 25, 26, 27 and 28) relating to implementation of tenth PRC were released on March 18. In this backdrop, employee associations impressed upon the Finance department to issue circular memo on procedural instructions irrespective of decision on arrears.
