Hyderabad: The Telangana government will not take up the responsibility of land acquisition to promote solar power generation in the State. As part of bringing reforms in the power sector, the much awaited new “Telangana Solar Policy " makes it mandatory for the developer to pool the required land on his own to set up the plants in Telangana.

The new solar policy, to be announced in next couple of days, notes that it is the responsibility of the project developer to acquire the land required for the entire project. The clause provided in the previous Solar policy, unveiled by the former Chief Minister N Kiran Kumar Reddy in the united State, that the government lands available at the project site would be given at subsidised prices would no longer exist in the new policy.

If the developer wants to acquire revenue lands for project needs, the land will be sold at market price only. This decision was taken in view of the increased land prices and scarcity of government lands in the districts to generate solar power, TSSPDCL (Telangana State Southern Power Distribution Company Limited) Chairman and Managing Director G Raghuma Reddy, said.

The objective of the new policy is to generate 5,000 MW of solar power in the next five years which requires at least 25,000 acres of land to establish the plants. Since the government was not in a mood to lose the precious revenue lands , the official, who is also one of the member of the policy making body, said the misuse of lands alloted to the developers under the previous policy was also one of the main reasons for denying lands to the companies.

However, the new policy would help to set up single window clearance mechanism to expedite clearance of the NCE (Non Conventional Energy) projects in two weeks, grant tax exemptions like VAT, stamp duty on purchase of equipment and promote Decentralised Distributed Generation (DDG) model of solar power generation for localised consumption and replacement of night time agriculture power supply with solar power during day time. Transmission and Distribution (T and D) charges would also be exempted for wheeling of power generated from the new solar plants for captive use and third party sale within the State, he informed.
