Hyderabad : In an unusual development, the gram panchayats in the State, where property tax collection was ineffective for almost two decades, saw a remarkable boost this financial year. Given the enthusiasm of officials in the new State with complementing political will, total collection for financial year 2014-15 has crossed more than 62 percent of the target, which otherwise would be below 40 percent.

There was 100 percent property tax collection in 2,697 out of 8,695 gram panchayats in Telangana, which is being seen as a major leap forward by the department officials, as people have rarely cooperated with the officials earlier. Out of Rs 460.92 crore target, the department generated Rs 289.45 crore till April 25. The officials were given April as grace period for closing all collections for the financial year. In Medak district, the home district of Chief Minister K Chandrashekar Rao, out of 1,077 gram panchayats, 1,052 achieved 100 percent collections.

While for district-wise tax collections, Medak reached 92.10 percent of the target, Mahabubnagar reached 88.65 percent and Adilabad reached 81.85 percent. However, Warangal district was the only district, which could achieve 33.88 percent of the target. According officials, the gram panchayats could have generated more revenue, if the property assessment was based on the market value. As only 5 percent augmentation is seen each year for properties for the assessment done during the 2001, the revenue generation is meagre.

However, the department is trying to increase tax revenue, by including ‘unassessed houses’ and verifying ‘tax assessments’. Meanwhile proposals will be sent to government for reassessment of properties as per market value. “This year efforts were put by the department officials, we shall put 100 percent efforts the next year,” said Deputy Commissioner, Panchayat Raj and Rural Employment, P Rama Rao.

It is believed that Ranga Reddy district, which earlier showed no signs of improvement in tax collection generated Rs 93.58 crore tax (67.08 percent of the target), which is a remarkable feat. This year, the government insisted on collections. “We did not achieve this feat during the recent years, particularly after the AP Panchayat Raj Act, 1994, came into being. This is the first time the department achieved close to 65 percent target,” the official added.
