The Joint Commissioner held talks only with the representatives of GVK Emergency management and Research Institute, which operates the 108 services. GVK representatives told the Joint Commissioner that they cannot dictate terms to the company. The GVK, the representatives said, had entered into a contract with the government and it would run the services in accordance with the contract. The Labour Commissioner cannot interfere in the same, they said.
