Hyderabad: The much-awaited “Telangana Solar Power Policy 2015” was unveiled by the State government on Monday. It envisages to promote public as well as private investment in solar power generation. The policy will be applicable for a period of five years and all solar projects that are commissioned during the operative period will be eligible for incentives declared under this policy for a period of ten years from the date of commissioning.

A dedicated Solar Policy Cell (SPC) would be set up for the purpose of single window clearances. Also, 100 per cent refund of VAT for all the inputs required for solar projects will be provided by the Commercial Tax department for a period of 5 years. Also Industries department will provide 100 per cent refund of Stamp Duty for land purchased for establishing solar power projects and solar parks.

However, like the neighbouring Andhra Pradesh, the Telangana government has also decided that the developers will have to acquire land on their own. This policy would be applicable to Solar Power Projects (SPPs) set up for captive generation (including those funded and owned by developers) and Solar Roof-top Projects (SRPs) (Grid connected and off grid) etc.

The government is of the view that new policy will contribute to long-term energy security of the state and promote a sustainable fuel mix in generation through higher contribution of solar energy. Apart from realising and harnessing the vast solar power potential of the state, this policy, will promote decentralised and distributed generation, feels the government. As part of this policy, government is committed to promotion of solar rooftop systems on public buildings, domestic, commercial and industrial establishments.

Also the state government in collaboration with the Centre and other agencies would be undertaking measures to enable gradual replacement of conventional pumpsets to solar powered pumpsets through subsidy support. On the other hand, the ceiling limit as per the Land Ceiling Act will not be applicable to any land acquisition for solar power projects and solar parks.
