Chandrashekar Rao chaired a day-long meeting on Grama Jyothi at Prof Jayashankar Agriculture University at Rajendranagar in Hyderabad on Tuesday. Besides a few of his Cabinet colleagues including Deputy Chief Minister Kadiyam Srihari, Panchayat Raj Minister K Taraka Rama Rao and Finance Minister Eatala Rajender, Collectors, Superintendents of Police, Joint Collectors and Panchayat officers from all districts took part.

In his morning address, the Chief Minister directed officials to prepare Grama Sabha schedules for each village and ensure everyone from Sarpanch to MPTC, MPP and ZPTC and Mahila Committees attend each meeting to identify priorities for development. Plans for the next four years should be prepared, he said, adding that government would be spending Rs 25,000 crore over the next four years for this scheme.

Rao pointed out that States would be on progress path only with all-round development of rural areas. He stressed on effective solid waste management, so that villages would be very clean and hygienic. The government would procure 25,000 tricycles or rickshaws at a cost of Rs 20 to 25 crore for this purpose.

Further, he stressed the need for a dump yard and a burial ground for each village. The rapid strides made on development front by three villages - Gangadevipally (Warangal), Ankapur (Nizamabad) and Chinna Mulkanoor (Karimnagar) - should become an inspiration for other villages, he said.

It is almost seven decades since the country achieved freedom, but villages were still reeling under abject poverty, Chandrashekar Rao rued. In the post-lunch session, a few officials besides K T Rama Rao expressed their views. Later the Chief Minister made some suggestions. He told the officials to ensure 100 percent literacy in all villages.

The SC/ST sub-plan funds could also be utilised for development for thandas, Adivasi and Dalit bastis, he said. He made a significant announcement giving permission to panchayats to allot 50 percent of their income on wages for sanitation staff and other key wings. Rao stressed the need to curb Gudumba menace in villages across the State.
