A minor cannot be handcuffed at any time according to the Juvenile Justice Act and also should not be exposed publicly as a criminal. Telangana Child Rights body sought a report from Medak Superintendent of Police within a week and has also written to the state Home Secretary over the issue stating the need for training the men in uniform.


The video was shot by a local who witnessed the handcuffed boy in a public bus in Medak district's Jogipet area. On enquiring the cop who accompanied the 14-year-old boy, the local was informed that the boy was a 'criminal' and is being taken from court to a correctional home in Nizamabad.


The boy was allegedly involved in a theft in Medak district and Medak SP Sumanthy who issued a memo to the two constables escorting the boy said that the boy was perhaps handcuffed as there had been instances of accused running away from police custody.
