The two-judge PIL bench of the High Court at Hyderabad comprising acting Chief Justice Dilip Bhosale and Justice Ravi Kumar pointed out that the government of Telangana had not done enough to implement the law relating to compulsory use of helmets of two-wheeler riders.

The bench is hearing a writ plea filed by Vudataneni Rama Rao seeking directions to implement the provisions of Motor Vehicles Act and Andhra Pardesh Motor Vehicles Rules which are enforced and are in effect from 01.09.1989. The bench adjourned the matter to November 30, 2015.

When the bench asked the government the number of registered vehicles and the number of cases booked for violation in the last few months and figures were given, the acting Chief Justice said that it did not amount to even 1 % and it was obvious on the streets of the cities that the rule is observed only in its violation. The bench adjourned the matter by two weeks for further hearing.
